The National Education Policy (1986) recognised the important role of teachers in higher education. During the 7th Plan, UGC conceived the scheme of Human Resource Development Centres to be opened in various Universities. Today there are 66 Human Resource Development Centre (HRDC) in various states and Central Universities. They are conceived with a view to plan, organise, implement, monitor and evaluate Academic Staff Orientation Programmes for newly appointed college and university teachers and refresher programmes for senior teachers.
The UGC- Human Resource Development Centre of Punjabi University, Patiala was established in April 2009 due to sincere efforts of Dr. Jaspal Singh our Vice-Chancellor. It is situated at Punjabi University, Patiala, Punjab, India. It is 60 kms away from Chandigarh on the Patiala-Chandigarh road. It is 7 Kms away from the Patiala main bus stand and Patiala railway station. It is a inter university institute which caters to the needs of all college and University teachers to achieve goals of higher education and keep abreast of the latest developments in their specific subjects.
Dr. Balwinder Singh Tiwana, Professor in Economics is the present Director of the Human Resource Development Centre. The Human Resource Development Centre has conducted 54 Refresher Courses, 27 Orientation Courses, 13 Workshop/Short Term Courses/Principals Conferences. All these courses acquired national character because participants were from distant states such as Goa, Karnataka, Maharashtra, Nagaland, Shilong, Assam, Meghalya, Gujrat, Madhya Pradesh, Jammu & Kashmir, Rajasthan etc.
The Human Resource Development Centre is equipped with latest technology, Computer Lab, a lecture theatre fitted with latest gizmos. The Chairman of the University Grants Commission Dr. Sukhadeo Thorat on his informal visit to our HRDC appreciated our enterprise.
